تفاقم ازمة الضرائب
يواجه بعض التجار العراقيين، ارتفاع التعرفة الجمركية على بعض المواد الكمالية وغيرها، بالرفض والاحتجاج، الأمر الذي أدى إلى تكدس حاويات البضائع في المنافذ الجمركية وتعطيل حركة التجارة، وهو ما انعكس سلباً على الإيرادات التي كانت واحدة من أسباب تأخر رواتب موظفي الدولة لشهر كانون الثاني/يناير، وفق خبراء.
وعلى الرغم من الاعتراضات التي تواجه ارتفاع التعرفة الجمركية، إلا أن الهيئة العامة للضرائب، تشير إلى تحقيق واردات مالية جيدة خلال الشهر الماضي.
وعلى إثر ذلك، قرر مئات من التجار غلق محالهم التجارية يوم غد الأحد، رداً على قرار الضرائب والضغط على الحكومة بتأجيل القرار أو تخفيض الضريبة.
كما دعا تجمع تجار العراق، إلى “اغلاق عام” لجميع الأسواق التجارية في عموم محافظات البلاد، بدءاً من يوم غد الأحد، وحتى اشعار آخر.
من المسؤول؟
وفي هذا الصدد يؤكد مدير عام هيئة الجمارك ثامر قاسم، لوكالة شفق نيوز، أن “تأجيل تطبيق قرار زيادة الضرائب عدة شهور لحين انتهاء التجار من إدخال حاوياتهم، هو قرار حكومي، وأن هيئة الجمارك هي جهة تنفيذية فقط، وليس لديها صلاحيات وقف أو تأجيل هذا القرار“.
وفيما يتعلق بموضوع الحاويات المتكدسة في المنافذ، يشير قاسم إلى أن “بعض التجار قاموا بالإضراب وامتنعوا عن تخليص بضائعهم في المنافذ الجمركية، بينما يحاول تجار آخرون تخليص بضائعهم ودفع رسومها الجمركية إلا أن الحاويات المتكدسة تعيق تنظيم العمل وعدم إتمام إجراءات تخليص البضائع”، منبها إلى أن “زيادة التعرفة الجمركية لا تشمل جميع المواد، بل أن ثمة مواد محددة زادت تعرفتها الجمركية، ولم يتم التلاعب بالتعرفة الجمركية للمواد الاساسية” .
ولفت مدير عام هيئة الجمارك إلى “استمرار الحركة التجارية في المنافذ الجمركية، وأن عائدات الهيئة المالية بلغت خلال الشهر الأول من هذا العام 137 مليار دينار”، مؤكداً أن “ذلك دليل قاطع على أن حركة التجارة مستمرة في الجمارك على الرغم من عزوف بعض التجار وتكدس الحاويات“.
وكانت الحكومة العراقية، قد أعلنت عن زيادة في التعرفة الجمركية والرسوم الإضافية لعام 2026 على سلع كمالية بهدف حماية المنتج الوطني، ومنها السيارات، حيث بلغت الرسوم الاضافية عليها نسبة 15%، اضافة الى منتجات التنظيف التي وصلت تعرفتها الجمركية إلى 65%، أما الحاويات والأكواب البلاستيكية فبلغت 60%، فضلاً عن إعادة ضرائب على الاتصالات والأجهزة الإلكترونية بنسبة 20%، وتراوحت رسوم أخرى على المواد بين 10 إلى 30%.
ارتفاع غير مسبوق
ويقول الخبير الاقتصادي علي دعدوش، لوكالة شفق نيوز، إن “الإيرادات الجمركية ارتفعت وفق هيئة الجمارك بعد تطبيق الاسكيودا، لكن الارتفاع الحالي لا يوازي نسبة الإيرادات التي حققتها الهيئة نفسها في العام الماضي“.
ويضيف، أن “الهيئة أعلنت أن إيراداتها لعام 2025 بلغت تريليوني ونصف تريليون دينار، أي أن المتوسط الشهري للإيرادات الجمركية كان أكثر من 208 مليار دينار في العام الماضي”، مبينا، أن “ذلك يعني أن الإيرادات الجمركية للشهر الماضي انخفضت بنحو 71 مليار دينار عن المتوسط الشهري المتحقق في العام الماضي، وبنسبة انخفاض وصلت إلى 52 بالمئة“.
ويؤكد دعدوش، أن “حل الأزمة الراهنة في هيئة الجمارك يكمن بالتريث بتطبيق قرار رفع الرسوم لمدة 3 أشهر مع إدخال الحاويات القديمة بسعر مقطوع يتراوح بين 6 إلى 7 مليون دينار على أن يطبق القرار 957 بعد ذلك مباشرة“.
إضراب وإغلاق
ووصف تجار، دعوا إلى إضراب عام بجميع المنافذ الجمركية، ارتفاع التعرفة والرسوم الإضافية بالارتفاع الفاحش الذي سيؤثر سلبا على حركة التجارة والأسواق المحلية.
ويؤكد التاجر سعيد بسام، أنه “سيتم الأحد المقبل، إضراب عام في جميع المنافذ الجمركية احتجاجا على قرار رفع الضرائب“.
ويضيف بسام لوكالة شفق نيوز، أن “ارتفاع الرسوم والضرائب غير مقبول على الإطلاق، فالمعاملة الجمركية للحاوية كانت تبلغ 3 مليون دينار قبل القرار الأخير، أما الآن فأصبحت تنجز بـ25 مليون دينار وهذا فارق كبير جدا، ستكون له تأثيرات سيئة على حركة التجارة”، لافتا في الوقت نفسه إلى “توقف العمل بشكل كامل منذ شهر في الموانئ والمنافذ الحدودية كافة“.
وينوه إلى أن “إضراب التجار سيرافقه إضراب آخر لسائقي الشاحنات المتوقفة منذ فترة طويلة في المنافذ الحدودية، وأن الشركات الاستثمارية هي الطرف المستفيد من الوضع الحالي من خلال فرض غرامات تأخيرية على الشحنات المتوقفة، والخاسر الوحيد هو المستهلك العراقي”، واصفا الوضع في الموانئ والمنافذ بالكارثي والذي سيزداد سوءاً خلال الأيام المقبلة إن لم تتم تلبية مطالب التجار“.
وانتقد بعض أعضاء مجلس النواب قرار الحكومة برفع الرسوم والضرائب واعتبروا هذا الإجراء بأنه الطريق الأسهل لتحقيق إيرادات مرحلية وغير مستدامة.
وكان النائب محمد الخفاجي أكد على حسابه في الفيسبوك، أن “العراق يتكبد خسائر مالية تقدر بالمليارات بسبب تكدس الحاويات وسياسة الحكومة الخاطئة وعدم تراجعها عن القرارات الخاطئة“.
وأضاف أن “التاجر يتحمل الخسائر حاليا، لكن حين يضطر ويضيق به الوقت سيحول خسارته مباشرة على المستهلك المحلي الذي سيعاني من ارتفاع الأسعار، بينما تعيش الحكومة في وهم الإصلاح”.
