المادة الأولى:
اسم التجمع: التجمع الوطني المدني العراقي.
المادة الثانية:
التعريف بالتجمع: هو تجمع جبهوي وعلني غير حكومي وغير ربحي يسعى الى تحقيق السلم المجتمعي وإقرار تكافؤ الفرص ورفع الوعي في أوساط المجتمع العراقي.
المادة الثالثة:
أهداف التجمع: تعزيز السلم الأهلي وإحترام حقوق الانسان وتحقيق العدالة والمساواة لكافة أفراد الشعب.
المادة الرابعة:
شروط قبول العضوية:
- أن يكون العضو عراقي الجنسية.
- أن يكون حسن السيرة والسلوك.
- أن يكون مهتماً بالعمل العام ونشاطات المجتمع المدني.
- يكون الإنتماء عن طريق تقديم طلب الى قيادة التجمع الذي يبت بالطلب خلال إجتماعه الدوري من تاريخ تقديمه.
- بعد الموافقة يقوم العضو بمليْ إستمارة الإنتماء.
المادة الخامسة:
- نظام العقوبات:
- يعاقب العضو بالفصل من التجمع اذا ما قام بعمل يسئ الى سمعة التجمع، ويعاقب بالعقوبة نفسها في حالة ارتكابه تجاوز مالي بعد اجراء تحقيق قانوني.
- ينذر العضو إذا ما تخلف عن حضور الإجتماعات المدعو لها لثلاث إجتماعات.
- واجبات العضو:
- حضور الإجتماعات الدورية.
- الترويج لمنهج التجمع في أوساط الجماهير وكسب أعضاء جدد.
- حقوق العضو:
- مساعدة العضو عند ترشيحه للإنتخابات.
- توفير الدعم القانوني للعضو عند تعرضه للمساءلة من أية جهة.
- يحق للعضو ان يقدم استقالته من التجمع
المادة السادسة:
- الهيكل التنظيمي للتجمع:
- تتشكل الهيئة العامة للتجمع من جميع الأعضاء ويجتمعون سنوياً وينتخبون من بينهم قيادة تمارس عملها خلال فترة أربع سنوات لا تجدد لهم الريادة إلا مرة واحدة فقط.
- تخول قيادة التجمع بالاتي:
- صلاحيات قبول أعضاء جدد وقبول إستقالاتهم.
- إجراء إتصالات مع بقية الأحزاب للاتفاق على تشكيل جبهة عمل بما يحقق أهداف التجمع.
- التجمع تفويض رئيس التجمع للقيام بالإتصالات التي تحقق أهداف التجمع.
- الإجراءات المالية يتم الموافقة عليها من قيادة التجمع حصراً.
- يحق للهيئة العامة للتجمع إقالة قيادة التجمع إذا ما ثبت إنحرافها عن الخط العام للتجمع على أن يكون القرار بالأغلبية المطلقة للهيئة العامة للتجمع.
- تعتبر المحافظة العراقية الوحدة التنظيمية للتجمع وتتنخب ممثلين محافظة الى المؤتمر العام.
المادة السابعة:
مصادر التمويل:
- مصادر تمويل التجمع من رسوم الإشتراك الشهري ومن التبرعات والمنح من الجهات الرسمية.
- التبرعات والهبات من الأعضاء ومن المواطنين العراقيين الداعمين للتجمع
المادة الثامنة:
- حل التجمع:
- يمكن حل التجمع أو الإندماج بتجمع آخر يحقق نفس الأهداف نفسها على أن يكون قرار الحل صادراً من خلال قرار من الهيئة العامة بالأغلبية المطلقة.
- تؤول كافة موجودات التجمع الى مؤسسات النفع العام.
النظام الداخلي قابل للتعديل بعد مرور سنة على إقراره ويكون التعديل بقرار من قيادة التجمع بناءً على إقتراح من عضوين من قيادة التجمع.
