البرلمان يعلن جاهزيته لتمريره…
مع استئناف مجلس النواب أعماله، تتجه الأنظار إلى ملف قانون سلّم الرواتب، بوصفه أحد أكثر التشريعات انتظاراً من قبل الموظفين، في ظل المطالبات المستمرة بإنهاء التفاوت الكبير بين رواتب مؤسسات الدولة وتحقيق العدالة الوظيفية، ولا سيما لأصحاب الدخل المحدود والعاملين في المهن الخدمية والخطرة.
وقال النائب محمد أبو العيس، إن “مجلس النواب جاهز لتمرير قانون سلم الرواتب”، مؤكداً أن “شعار الدورة البرلمانية السادسة يتمثل بضرورة إقرار هذا القانون بالتنسيق مع الجهات الحكومية المعنية“.
وأوضح، أن “الدورة البرلمانية السابقة شهدت تحركات لتوجيه كتاب إلى رئيس مجلس الوزراء بهدف تقديم مشروع القانون وإحالته إلى مجلس النواب لإتمام قراءتيه الأولى والثانية، بالتنسيق مع اللجنة المالية النيابية”، مشيراً إلى أن “القانون يمثل استحقاقاً لملايين الموظفين، ولا سيما أصحاب الدخل المحدود“.
وأضاف، أن “إقرار القانون لن يقتصر على تحقيق العدالة الوظيفية، بل سينعكس إيجاباً على الاقتصاد الوطني من خلال زيادة القدرة الشرائية للموظفين، الأمر الذي يسهم في تحريك العجلة الاقتصادية ودعم الأسواق المحلية“.
وأكد أبو العيس، أن “العديد من موظفي البلديات والوزارات والدوائر الحكومية يتحملون مسؤوليات كبيرة ويؤدون أعمالاً خطرة وشاقة، رغم تقاضيهم رواتب متدنية لا تتناسب مع حجم الجهد المبذول”، مبيناً أن “مجلس النواب يسعى إلى إنصاف هذه الشريحة، وتقليل الفوارق بين رواتب موظفي الدولة، إلى جانب مراجعة الامتيازات والرواتب العالية في بعض مؤسسات الدولة، بما فيها الرئاسات الثلاث“.
وأشار، إلى أن “أكثر من خمسة ملايين موظف يطالبون بإقرار قانون سلم الرواتب”، عاداً إياه “تجسيداً للعدالة الحقيقية بين موظفي الدولة”، لافتاً إلى “وجود تفاوت كبير في الرواتب، إذ لا يعقل – بحسب قوله – أن يتقاضى بعض موظفي البلديات نحو 170 ألف دينار شهرياً، في حين تتجاوز رواتب موظفين آخرين ثلاثة ملايين دينار“.
وبيّن أبو العيس، أن “مقترح القانون قُدِّم إلى رئاسة مجلس النواب، ومن المؤمل التنسيق مع رئيس مجلس الوزراء بشأنه باعتبار أن القانون يتضمن تبعات مالية تقع على عاتق الحكومة، فيما يضطلع مجلس النواب بمسؤوليته التشريعية لإقراره والتصويت عليه”.
